No. Ideally, minority people should be a part of the mainstream.

We are all humans. We all have more in common than we have differences. Those things that where share in common are those things that government should pay most attention to, promote and protect. Political parties are supposed to be based on philosophy, and any new political party should be based on that as well.

There are those already in the "democratic" party who believe that this is the way things should be: special voting methods for minorities to guarantee that they will have black/hispanic/gay representatives. Clinton nominated this very philosophy for Attorney General. What you may think is a joke is actually happening today.

There are circumstances where that kind of thing is necessary -
for instance when you're trying to put together a coalition government
where racial prejudice is stronger than democracy.

We are not, at least right now, that place.

Our government represents people by region, not by race, creed, gender
or pursuasion.

Sure! Let's all contribute to the Balkanization of America! The sooner the US is destroyed, the sooner... oh... wait. What would be a decent replacement for a unified UNITED States? Our strenght is not in our diversity, as is often proclaimed by Liberals, but in our UNITY. America is supposed to be a MELTING POT, not a stew pot!

No - I think this would cause more racial divide in America than we already have.

I do think we need electoral reform that would encourage the participation of more than 2 political parties. If this change would occur, you would see more ethnic diversity in elected officials.

I would think it unnecessary. Minorities have the same needs as everyone else: Job, Security, Safe Neighborhoods, Education.

I hear cheese-cake eaters are a minority (compared to the Apple pie eaters in America), why not give them a political party too!
