Skip the concealer and foundation if you can. Otherwise, match your skin tone the best you can. A light powder can do wonders for oil and shine if you have that problem.
For your eyes, try icy pink or cool blue eye shadow to play up the blue. To play up the gray, try gray or heather. Either a matching eyeliner to the shade on your lid, or brown, black will probably look too harsh. Maybe a brown/black for mascara. I'd skip the smokey blacks and very dark grays. Most professionals will tell you it's not a good everyday look. Special occasions only, if at all.
Try a lip color that complements your natural lip tone. Natural most always looks better than stop-light red or bright pink.

I would say don't use foundation unless you have too! Get a pink or red lipgloss. (Lipstick dries out your lips.) Put on a light light blue or a gray eyeshadow with a tad of shimmer. If you like to make your eyes stand out you can use mascara.

You can have your local BeautiControl consultant come over and do an image consultation. Based on your coloring you should go with cool colors/ colors that don't have green/ orange/ yellow tints. Other than that it depends on your personality. Do you like bold color / natural / or romantic. And a BeautiControl consultant can help you with that.
