yes, you need both a male and a female betta. however, please do NOT attempt to breed bettas without learning about the process first (http://www.bettatalk.com/breeding_bettas.htm). they are very difficult to breed if you do not know what you are doing and the will most likely kill each other. they can be very agressive when they want to be.
to breed bettas you need a complex set-up, so if you don't have the money, don't try.
you will need:
- a 10 gallon tank filled half way with water
- a dechlorinator
- Fungus cure or Maroxy to keep the eggs from fungusing and getting your adults sick
- a sponge filter (that can't suck in babies)
- a heater to maintain temperature between 80 and 82 degrees fahrenheit
- live or frozen mosquito larvae/bloodworms to feed your male and female for 2 weeks of conditioning before your spawn
- a hurricane glass enclosure to contain your female during the display period
- multiple plants because the female will need a place to hide after she is released so the male won't kill her
- a safe enclosure for the male to build his bubble nest
- saran wrap to cover the top of the tank to keep a breeze off the surface of the water (because eggs hatch at the surface and can die from change in temperature)
- two separate bowls (one to store the female right after the spawn, and one to store the male once the eggs begin hatching a few days later)
- infusoria culture to feed newborns for the first few days
- brine shrimp hatch mix and a hatchery to feed them after that
if you are willing to learn all the necessary information and invest the money, i wish you the best of luck, because even if you follow every word precisely your bettas will still make it difficult.

Yes, you have to have a male and female. Bettas build bubble nests, well, the males build the nest. They sometimes become aggressive towards the female after the eggs are layed, so you might want to seperate them soon after. Also, should you get lucky enough to get them to reproduce, seperate the male small fry from the females as soon as you can recognize which is which.
PS: MOST IMPORTANTLY, do not believe anything J L posts. Check the answers he gave to other people about fish. He has them drinking beer and wine and stuff like that. Funny ? Maybe. Helpful? NOT!!!

Corin_li is right in most respects, and LJ, and Silly chick don't know what they are talking about. Also you should note female betta can lay hundreds of eggs. So it's hard to breed just a few betta babies.
Male bettas tend to build bubble nests when they are well fed, and in good water conditions. Nest building is an insinctive behavior for males who in nature need to be ready to mate at a moments notice. Just keep in mind male bettas don't get lonely. They like being alone, and mating is rather rough on both sexs.

The answer is NO to your question. You do NOT need male batta fish and female batta fish to have baby fish?
Don't listen to their nosense as these people don't know about "batta fish".
They are not even talking about "Batta fish". Maybe they are thinking of "Beta", but they have no clue about "Batta fish".
So let me emphasize again "Batta fish" are: Hermaphroditism.
And Hermaphroditism is defined as:

Female fish lay eggs on the bottom of the tank, then the male will fertilize. I've never done this but it would be an interesting project.
