If you meant a pic set as wall paper that stays as the back ground of your desk top, right click on the desk top (make sure the mouse is not on any icon) click on properties and click on the "Desk Top" tab on the next window that appears.
You can now select any other picture as back ground or can also select "None" if you do not want to select a desk top wall paper. Click Apply and OK.

right click on the icon, go down to where it says Delete, and click again, and poof into the recycle bin.. then go to recycle bin and empty it.
Although, you didn't say if this was your wallpaper for desktop, but, if it's just a pic you saved to your desktop, that's how ya do it.
Otherwise, change it in properties.

You mean its a wallpaper picture that covers your whole screen or just a picture file you have saved?
If its just a file,. right click on it and click on delete.
If it is wall paper, goto the control panel>Display>Background and click on NONE.
