It would depend on the situation, and who was doing it, some people i know, i would tolerate them doing so more than others, and there would have to be a reason why, usually people intrude on privacy issues without the intention of prying and being rude to another, but rather wanting to help and caring for another, in a situation where they may not realise that the help is not wanted.

well...usually I feel so uncomfortable I can't think of what to do...then it finally goes away. If I was in the right mood I would tell them off.

a civilian i wouldn't at all, authority you really dont have any choice. you can fight, and argue and you'll still end up in jail and they get to rummage through your stuff
