Yes of course they do, it was even reviewed and OKed by Gen. MacArthur after world war 2, and is somewhat modeled after the US Constitution

Yes. since 1890. Military authorities seized the power in the government around WW2 though.

The constitution and the cabinet in the later 19 century are not the same as today.
