Because middle eastern governments (with the exception of Israel's) are weak & corrupt & preserve their precarious existence by bribing the various religious pressure groups & remaining blind to the depredations of their armed gangs. There is a law of economics: If you subsidize something, you get more of it. Since they subsidize armed terrorists they get more of them.
