Law 23 refers to Dead Ball. Look it up on the ECB Website alternatively buy a copy of Tom Smiths Umpiring and Scoring book available from all good bookshops.

In what sense. When the ball hits the boundry for 4 or 6 runs. When play is stopped. When a player is out. When they all break for tea?

It cant be really...can be called a dead ball tho...if the batsman walks away before the ball is bowled or the bowler doesn't release the ball while bowling.....

The ball becomes dead when it is in the wicket keepers hands or outside the boundary ropes I think
