He's known where Wales is for a long time! He was probably teasing Catherine Zeta Jones when he said what State is that in?
There is for example a small town called Wales in Utah, in the Sampete Valley. Apparently there are nine states of US with a town called Wales so Mr Bush's question is quite valid as he might have wanted to know which one!
If he asked that of Catherine Zeta Jones, then apparently he has asked the same question to Charlotte Church...

Some defenders pointed out that there are nine US states with a town called Wales. That anyone would know that without A) living near one or B) being a Level 18 geography buff contradicts the idea that Bush knew exactly what was going on and just assumed it was an American town. Remember, geography wasn't his strong suit during the campaign, that's why he stocked his cabinet with experts on the world. I don't really regard that as detrimental to his Presidency, we all make innocent mistakes at times.

The state of whales is in the decline. Both Japan and Norway are proposing an increase in the killing of minky whales as they argue that the ban of recent times has increased the stock levels to excess.
Bush doesn't care about whales, he still thinks Austria is an island just off the coast of New Zealand!!!

Bush very nearly bombed Leicester during the Iraq war, until Blair told him it was in the East Midlands and not the Middle East. although with the massive amount of asian immigrants there, you might well wonder.

Do you know that if you showed Americans a map of the world and ask them to point out the USA, over 50% of them point to Russia!
