I want it so that i can plant it in memory of my daughter who passed away

If you live in zone 8a to 5, a weeping cherry is absolutely beautiful. It will stay small (within 5 feet) if pruned. It has branches that "weep", or trail down, with small bright green leaves. Around spring, it will flower in either pink or white, depending on what you prefer to buy. It also will flower before producing leaves, so there are a ton of small flowers covering the branches. In the winter the branches are stark, but adds a nice artistic touch if planted as a specimen.

Flowering in July is difficult I would go for ornamental leaves I'm pretty sure you will find an acer to suit but remember with the acer the soil must be acid a shrub for July would be the hydrangea pink in lime blue in acid and with care you probably could get it to small tree size

Without knowing your geographical location and the conditions of the site it is impossible to make a solid recommendation. I live in the Mid-Atlantic region of North America, and in this area I would recommend a Korean Dogwood.

The Korean Dogwood (Cornus kousa) flowers a few weeks later than the native Flowering Dogwood (Cornus florida). It has beautiful white flowers, excellent fall foliage color, showy bark, and develops interesting red fruit as well. It is much less susceptible to Dogwood decline (a combination of pests and diseases) than the native Flowering Dogwood.
