It's a 1999 Honda Accord and it runs fine on dry days. Is it bad plug wires?

the battery is new and it turns over fine...just doesn't start. when it does start, it runs perfectly fine.

never had a tune up.

do new cars still have distributor caps?

Most likely a cracked distributor cap, or ignition module. The ignition module that sends the fire to the distributor is the first thing to check, and it's easy. Follow the center wire from your distributor to the module, make sure it is damped beforehand, and have someone try to start the car. If the ignition module is cracked you will see blue miniature lightning dancing around the module. Either way, neither is hard to replace, and are reasonably priced at an Autozone or Pep Boys type store compared to the stealership.

It probably has a crack in the distributor cap. They're not that expensive, try starting there....or if its been a while since your last tune-up, do the plugs and wires as well...but I would at least change the cap.

NoSunHere may be right.
You could have a cracked distributer cap or leaking seal for your distributer cap.
If your distributer cap & gasket are fine, the next suspect would be your spark plug wires.
If you need to replace your wires, be sure to seal the boot with dielectric grease. This can help prevent further problems with moisture diverting current away from the spark plug.

Sounds like you need a tune up. You could have bad plugs and wires...Also have them check your distributor cap...If it is old, cracked or warn moisture can get in and you wont get a spark.

it could be wires or moisture in were the rotor goes distriburter cap could be automatic choke hold throttle down and crank it clean battery cables

Problem lies in the distributor cap.Spray it with a sealant of some sort.
