Please do not use Nair on your penis and testicles. Geez! Some of these answers!
If you truly want a clean shaven penis and testicle sac then you must learn how to shave gently and carefully. Specialists do it fairly eaily but to do it at home requires patience and a lot of practice.
Use a non-menthol shaving cream or a oily suntan lotion for a good lubricant and moisturizer while shaving with a always new and fresh razor. Buy the Bic multipack - they work great. Either lotion will make pubic hairs stand out nicely. Start and end using only cold water, as warm water only opens the pores, loosens the skin and aids in causings nicks and cuts. You want your skin surface to be taut and smooth. Use a small mirror to properly see the areas you cannot physically bend to see. Also, it really works best if you are sitting in an upright chair - like a dining room chair.
However, the absolute best way to get a great pubic shave is to have your girlfriend/wife do it for you - this is really the best way as there are so many additional benefits with this method. One thing to remember though is to never let her do it if she's mad or upset with you.
The drawback, of course, is stubble. And, yes, it will get your attention! Most girls don't care for it, either, for it's sticking them as well. However, prolonged pubic shaving does slow pubic hair growth and, after time, you will not grow back as quickly. A shave every three to four days is necessary to reduce stubble and maintain smoothness.

Don't use nair down there! The skin is too sensitive. Trim first, then shave with a razor with a moveable head. Make sure the skin is tight -- make the balls cold to draw them up and tighten the skin; shave the penis when it's erect. Follow up with a quality moisturizer (like Man1 Man Oil) to cut down on razor burn. Oh, also use a sensitive skin shaving cream.

First cut the excess hair with a hair trimmer or scissors, then shave with a razor. Norelco makes a body shaver that works great.

Shave.. . maybe have a gf/bf help you . . . can be tricky. I wouldn't recommend hair removal, because some people can have severe allergic reactions to them . . .

use nair hair removal cream. it works well after 10 minutes, no pain involved and a smooth result !
