Because he "believes" Israel was successful, and by some measures they were. They accomplished the following: they destroyed the infrastructure and probably the economy of Lebanon, they weakened the democratically elected government of Lebanon, they cleared land for future settlements by obliterating many cities and towns near their current blue line, and they killed the a few Hezbollah for good measure. They occupy land in Lebanon and are in a good tactical position for their next move.

The region of southern Lebanon has a maze of small villages and roads. It is a very complex place to do battle against terrorist among so many Innocent civilians that have nowhere to go even after leaflets were dropped warning them and terrorist have rockets hidden in there basements with connecting tunnels from home to home. The proof that Israel has not destroyed Hezbollah is the proof that they did precision bombings avoiding key targets due to possible civilian casualties. They have prevented the terrorist from becoming stronger but haven't eliminated them. The fact is that if Israel chose to they could have decimated all of southern Lebanon. Turned it into a dessert from there northern border all the through the Becka valley and along the Latani river. They chose restraint. The terrorist and the rest of the anti-Semitic world can scream victory for Hezbollah because they still stand amongst thousands of innocent civilians using them as shields. Fact is Hezbollah was seriously deflated as a result of the Israeli attacks and Israel should be commended for saving the innocence that the terrorist so shamefully use as shields. These are the same terrorist that killed 241 American marines while they slept in there barracks in 1983.

Well, lets see how many things we can see wrong in this question......
1} most of the world doesn't care about that conflict, and has said nothing about who won and who lost...
2} IF Israel had used their total arsenal, Lebanon would no longer exist, most of Syria would be sick, and some of Iraq......Israel is in the top 7 of the most powerful countries
3} Hezbollah was running for their lives.....they had nothing to make Israel fear, and so they ran and hid behind women and children as all cowards do
4} Yes, Israel is not happy.....and you would be if you could not kill the enemy, if the weapons would remain on the border, they wanted out, and Hezbollah is not guaranteed to disarm
5} They were not losers....they would not be considered winners, as far as I can tell.....but they are definitely not losers....and the main reason they were dragged into this conflict, were the men that were kidnapped, and supposedly they are going to get them back.....They are more winners than the Hezbollah...
So, every comment has something wrong with it.....you must be a Lib....not wanting anything good coming from anything

Israel was holding back, and were striving to minimize civilian casualties. This exposes their soldiers to more harm and makes their overwhelming military capabilities less effective on the battlefield.
Hezbos are hanging on, but it is the Lebanese government and Army that will now take their place on the border. It's too bad the Lebanese and other silly people think Hezbos are anything but scum.
But I do not worry. Once the Hezboscum break the ceasefire - you know they will! - Israel will go full bore and not worry so much about the civilians and world opinion. Then your vaunted Hezbos will be shown what girlie-men they really are.

Well, the reason why Bush says what he says is that Israel achieved its immediate war goals. You see, Bush has actually studied books like Clausewitz, and those of us who have, also see the victory of Israel.
Israel was not complete in its victory, but its effort was a net gain. Future military actions will come, but because of the advantages gained in this conflict, Israel will perform even better.
I encourage you to read up on some war histories and treatises.
