Is it always true that people get leadership befitting them or the ones that they deserve or is that statement just true for the Middle East??

Boy, nobody put much thought in there answers did they? In a perfect Republic, what you say is true, but I don't think many countries have a choice in there leaders. They are kind of stuck with them and most do not have the freedoms to speak out and criticize it either. In America, while we do vote for our leaders, there is basically only two to pick from. So we are basically stuck with the one we pick too. Also once a politician is in office, there are no restrictions to what he can do. He can either honor the promises he made and be a good leader, or he can vote on whatever the party wants and be a slave like most of them are. So my answer is in a perfect government, yes they do get what they deserve, but in the real world, men cannot be controlled so nobody could really predict what our leaders would do once elected. Your statement has a lot of merit though.
