Try disabling antivirus, and all other programs, and run it again.

I've seen this before on my own computers at home. Using the defrag program that comes with Windows is pretty much pointless. The Windows defrag program will always go back to 0% every time Windows has to write to the harddrive for any reason, even after all of your programs are shut down. I recommend getting a separate defrag program like Raxco's Perfect Disk. I used it recently, did quite well, and didn't take forever. I do have to admit though that I was defragging a 200GB harddrive that still fairly empty.

I assume you're not using windows NT. In this case when defragmenting a partition first windows checks it for errors (that's what the first 10% represent, after that it will show you the partiiton map - all the clusters and where there are situated, this of course if you click on advanced details) and only after the scanning procedure is complete (and it hasn't detected any errors) it will continue with the defragmentation.
If you haven't done this in a long time, it will take some time to complete (from 2-5 minutes to even more then 2 hours, depending on the size, the defragmentation degree...)

Assuming you're running Windows 98, (and it sounds like you are) first, turn off your screensaver. It's also best to turn off anything that loads at startup, using msconfig, if you have Windows 98, before defragging. BUT, no matter which operating system you have, if your hard drive is more than 85% full, it can't be defragged.

Sometimes, defrag will start over when there is a change in the system...make sure you turn off all running applications when you defrag, I'd suggest dropping your net connection and turning off all running applications, including your anti-viral and anti-spyware applications along with anything else that might be running. As running programs access your memory and files, it changes the structure of file allocations on your hard-drive, thus making your defrag start over on occasion. Hope that helps

enable chkdsk run. Its good to do a disk blunders study formerly defrag. also run a diskcleanup. i'm hoping you do not ignore that with the geared up in defragger you % atleast 15% free section. i for my section recommend defragging with Diskeeper09. Set it on computerized mode and ignore abt defrag.

There could be several reasons why it's not getting past 2 %:
1. Your hard drive might be too full. Your defrag program usually requires 10-15% free space in your HD. (It moves portions of your files around in order to organize them together.)
2. You may have several bad sectors on your hard drive and this impedes the defragger from completing your task. To verify this go to Start, then click on Run and in the box type "cmd" This will bring up your command prompt. Once there type "chkdsk" This command will verify the integrity of your HD

The problem is that you need to run defrag in Safe Mode. Reboot the machine hit f8 while it boots and select Safe Mode. The issue is that Windows constantly writes to the hard disk and when defrag detects activity on the hard drive it restarts. In safe mode, all of that logging and activity is not occurring cause you are in a diagnostic mode. when defrag is done reboot the machine.

If you use more that 85% of the storage it is impossible to defrag.
A second thought is that you haven't defrag your storage device for a really long time...

There is a couple things.
1st is there space in the drive for the defragmenter to run? it need a precentage in order to run, clean up recycle bin, temporary files.
2nd is there any programs that keep access the hard drive while you are trying to defrag. If they are running in the background and you don't know about it will give trouble I would sugest to do it in safe mode.
Restart you computer and press F8.

make sure there are no running applications on your machine when you try to defrag. Turn off AV, screensavers etc... If something is changing the contents of the hard disk while you are running defrag it will start again,
