Because the male mind is VERY VERY simple. And sex is complicated. And sex is neccesary to survival according to instinct. Therefore, males are always thinking about sex.
Sorry if the guys keep staring at them. If you can, try to wear something that doesnt show them off quite so much. if your cleavage is exposed, guys are much more likely to look at it. But if you are wearing something that doesnt show them off, guys will leave you alone and look for boobs that are easier to see.
Bottom line, we cant help ourselves. I know its really annoying, but its also sortof a compliment. They must think you are hott.

Thats a normal male reaction... if you're talking to them just remind them they're staing by saying "My eyes are up here."
Its rude but if they've already starting staring at you at 15 then you may as well get used to it, you've probably got another 35 or 40 years of it coming!

hey be happy you have boobs.I have basically no boobies so I don't have that issue.Guys at age 15 are just stupid sometimes.Not all guys but some.It's a normal reaction.You'll find someone who likes you for you and stares at your face instead of your chest.

well honey maybe you just have the right thing and its not bad, you're lucky other girls don't have that, just let them stare on em, just don't let men touch it, men are sensitive, and just stay away from men if you could to be safe.....that might be a temptation to them...be proud you have that honey just don't be too much "showy"
