It depends what sort of site you want and how much knowledge you have. If you are looking to make a blog then www.blogger.com is good. You can make a site at yahoo 360 or myspace that have blog and profile features or if you want a pic gallery www.piczo.com is very easy and has many features. For a general type of website with static rather than dynamic content geocities.com is a good place to start as is bravenet.com. Both of these have many added bonuses such as guestbooks counters clipart etc. Nowadays it is very cheap to buy your own domain name and hosting packages and these often come with built in site builders and other features as well. If you choose a host with cpanel for the backend management they have Fantastico installed and that has many scripts for content management, blogs, photo galleries and more.

http://www.0nyx.com if you can manage to get an invite from someone.. nope not me.. i dont put my head on the chopping block. Geocities has a very minimal amount of ads, that are on a sidebar, closeable, and dont interrupt the flow of the site much.
0nyx.com is the best, no bandwidth or disk space restrictions, but like I said, its invite only.
Best bet, shell out the 3-5 bux a month on a cheap web service. You might be able to get a database and php support out of it.
