Well, he's certainly up there with Hitler, Mao, Stalin and Pol Pot but I doubt you will ever get anybody to agree who was worst in that little lot.

Whether he was the worst human being of all time is debatable. That he killed millions and millions of Congolese as the "sole owner" of the Congo in a greedy drive for more and more wealth is very true.
A good book to read about this: "King Leopold's Ghost" by Adam Hochschild

Some people would call him evil because he enslaved the native inhabitants of Congo to produce rubber. Congo was also a colony of Belgium at the time.

Obviously you are referring to the Belgian ocupation of the Congo during his reign. The expropriation of the natural resources and the torture of the people to gain their compliance were certainly awful, and there seems to be evidence of a massive cover-up and destruction of incriminating documents by the royal household.
However, in the history of mankind this is only one in many such power holders that we the people have tolerated. Ours is a species that definitely needs to be extinct.
