Need to tighten up the holes (can't change screw size). Should I use joint compound as filler, which doesn't seem like it'd be strong enough or super glue??? Any ideas please.

You should get plugs at the hardware store, you hammer them in and then put your screws in.

If your towel rack was in the studs in the wall all you have to do it take a wooden match stick and put it in the hole and re-screw the screw back in.. if not you will have to patch the holes and move the towel bar . glues won't hold because it sounds as if you are pretty rough on it..
The match stick works great because it is wood and it tightens the holes for the screw to go back in.. hope this works for you..

If possible, remove the screws, fill the holes with spackle and then reinstall the rack a few inches away to either side; if it has to be in the same spot, try an inch or two higher or lower.

If you can't move it at all, let the compound dry and gently reinstall - but it's not going to last forever.

Grab a few matches, coat with glue (wood glue is best, but contact adhesive will also work) and stuff them in the screw holes. break off the matches flush with the holes and leave for a while to let the glue dry, then screw your towel rail back up.

Move the towel rack over a 1/4 inch.

You should first fill the hole with plaster of PAris (not spackle)

Let is dry

the next day insert a drywall screw insert. this is basically a big plastic or metal screw that screws in until flush with the wall. Your screw will then screw into that.

You will need to go to Lowes or Home Depot and get some wall anchors. You put them in the original holes and then once you put new screws in the anchors they will spread and hold.

Plug the existing hole with a piece of wood. The end of a kitchen match may be sufficient, if it is snug in the hole. Or trim a piece of wood to fit.

Use tapered wooden pegs in the hole by driving them in and then insert screws on them.
