How much time do you have to dedicate to the project? Game development is incredibly time consuming. The most simple things needed can distract from ideas for a game, completely throwing one off track. (im talking when your a lone game developer).

For simple text based games, you can create a game with simply a server, database, and web interface to the game. That would be the cheapest given you could round up free hosting and configure a inteligent DB network each backing eachother up.

If yo uwant to design using a programming language to create on computer programs instead of in browser, therer are free programming languages available from microsoft. Look at Visual Studio 2005 Express. It is free, but it will be very time consuming trying to learn. (this is no weekend project)

Other languages you might want to try are java. Heck, even flash could work. (all revolve aroudn a database tho and a central server).

Any way be prepared to be in it for the longhaul. A year or two.

Good luck.
