Sorry, I've hunted around and it looks like you need a "MAC" code ("Migration Authority Code"). The number is meant to make it "easy" for people to change providers!
If it was myself I'd phone BT or whoever provides your phone line and get some help from them. I would hope that they would have some experience of what to do.

Go to BT (British Telephone) either via internet or call them
directly. They will give the information you need. Alternatively,
go to Yahoo search and enter "Broadband". They know where
you are.

maybe the old owners ?

unless you know who the old provider is you cant disconnect the previous broadband and connect your new one !

you should contact the previous owners of the house or the estate agent involved in the house

find out from your landlord who was there before you, and try and contact them, or wait til a bill comes in then contact them to let them know that the person is no longer at your premises....you may have to fax them a copy of your lease, so that they know you arent saying who you are fraudulently.
