No, it cannot be completely called "Israeli Imposed", but rather, "Hezbollah Initiated, Israeli Imposed". And again, no, it can neither be considered a strategic nor historical victory, as part of the cease fire agreement (which Hezbollah has already broken by launching missles into S. Lebanon to attack the troops that yet remain there in wait for UN troops to take of) was that Lebanese forces were to condense in S. Lebanon, and for Hezbollah to no longer have a presence there.
So, Hezbollah is forced to retreat because of a ceasefire. Hezbollah lost far more people, both military and civilian (proportionately speaking) than Israel did, and Hezbollah is forced to give up the two Israeli soldiers.
At best, it could be counted a 'technical win', as Hezbollah met their goals of wreaking havok amongst Israel, and Israel failed to meet their goals of disarming Hezbollah.
However, given all circumstances... I don't count that as much of a win.

Israeli imposed war? What do you mean? As memory serves me this started over a little game of catch and hide the 3 Israelis soldiers in Gaza and on the Lebanon border by Hezbollah and Hamas. Yes, I believe Hezbollah won this round, but it is a 15 round fight and I don't see a winner after 3 rounds....

I suppose for Israel to 'win' they would have to have killed every single member of Headzolla?
The ragheads got their HQ and a bunch of equipment and people wiped out, and didn't do squat to Israel. There's no 'victory' in this engagement - it's just another sad chapter in the story of human bigotry.
Apparantly, HB had really packed the Lebanese border with Israel with tons and tons of munitions and entrenchments, not to mention Iranian soldiers. If Israel had not struck at this time their security would have been severely compromised. Their whole intention was to AGAIN secure their norther border, which they have done.

Since Hezbollah's goals in the war was to create terror, chaos, death, and destruction, yes they won.
Israel's goal was to destroy Hezbollah, which was being harbored by Lebanon, who in turn was victimized by the media.
Since Hezbollah met their goals, and Israel did not, Hezbollah won.
