I live in the Hampton Roads area and everywhere I go there are very few sidewalks and crosswalks. why?

Poor city planning. Seriously. I know a lot of cities are like this. It's not safe to job, walk or ride a bicycle.

I also live in Hampton Roads. Maybe on major roads, but not in the residential areas.
