Also, please define other terms you may use when explaining terrorism, such as "civilian."

Oh, & I'm not looking for what nations/groups you believe fit your definition; I'm just interested in finding out what various people believe constitutes terrorism.

This is what I have come up with, but I'm looking forward to read the other answers to your question. Hopefully you get some serious ones.

Terrorism = Random violence against unsuspecting, innocent people with the purpose of creating a general state of fear. Such a state of fear - in the conviction of the terrorists - will open the road toward realizing their goals, whatever these may be.

Terrorism by definition is the commital of an act intended to strike fear into a population. It may or may NOT involve causing destruction, death or harm to persons. It's ultimate aim is to scare. For example the IRA rather than blow things up went through a period of merely setting off incendiaries inside department stores in the Xmas run-up period. No lives were really endangered but the resultant fires however big or small struck fear into Xmas shoppers in England for a couple of years.

Anybody can be a "terrorist" be they civilian, militant, soldier, politician as it is defined by the act or more the "desired result" rather than any specific demograph. The idiot who leaves a hand written note about a bomb in the pocket of the airline seat when he leaves a jet has by definition committed an act of terrorism.

Interestingly... regardless of numbers killed or structures destroyed the terrorist is powerless without the news media to put his or her act into the living rooms of the nation. The bomber or whatever might murder a group of people or destroy a building but they are not the one actually scaring the nation are they???

A terrorist is someone who forces another person to do something they do not want to do.

Terrorism is the act committed by a terrorist to force others to do what they do not want to do by committing vile, violent action, and harm to others.
