I was going to say, "Cain" because "He killed 1/4th the worlds population." Just to be funny. But it's not true, because there were other people around or Cain couldn't have gone off and built his city with them.... Plus, when he killed his brother that wasn't an act of Terrorism.. that was murder.

Terrorist use Terror to control people despite the fact that current laws define someone who doesn't wear a seat belt as a terrorist. (And that's no joke. Under the patriot act your a terrorist if you break any law that endangers a life. Even your own. Not wearing a seatbelt endangers your life... and so does Jay-walking (Or is it J-Walking?).

God forgive me for saying it, but the first Terrorist was probably God. He used fear to try and get people to do what was right. He burned cities and told people they would go to hell if they didn't obey him.

But now Jesus died for our sins, so everythings alright.

Terrorist threaten people. Without a threat there's nothing to be gained from causing the fear. To be a proper terrorist they have to define what they want you to do to make them stop from hurting you.

Someone who blows themselves up with 100 other people for no reason isn't a terrorist. They're a suicide bomber, and a mass murder... and they did cause fear. But they didn't terrorize people to get them to do anything other then be afraid.

Who stand to gain? Answer that and you'll likely find your terrorist.

Moses:
Poisoned the water supply by turning the water to blood. Destroyed the food supply by killing all the fish and livestock, and destroying all the crops. Disrupting transportation by trapping the egyptians in their homes with a blanket of darkness. Biological agent (fine powder which causes boils), killing of innocent children (all first borns in egypt).

If you mean actual history, Carthage rates up there pretty high. They were destroyed by the romans though. The barbarians from the germanic lands were up there too, they eventually were able to destroy rome in part because they didn't have a state to hit back at.

People have free will, unlike animals or other creatures, which is why I think that the group which began terrorism was us; the barbaric humans whose nature it is to cause destruction and chaos, and then rebuild.
