firs of all.... dont rely on circumsition as the only answer. Hear me out first!!!
Okay, I am 23 and I have just found out that the uncut (un circumsised) penis can still pull the foreskin back behind the gland, etc.
Beforehand, I just assumed that an uncut penis meant you had your foreskin, and you could only pull it down a certain length, but you couldnt pull it behind the head of the penis. As a matter of what of thought, you couldnt even pull it that far at all.
When I found out about this, I checked it out via many sites. I also llooked into old Yahoo! Answers and emailed a guy about his answer (I wont mention his name)
At your age, leave it alone because your foreskin may still be 'sorting itself out'. Wait till your 18 or 19 and see if you can pull it back. If you cant, check out the websites again. Type something like 'tight foreskin' on Yahoo search and you will have many sites to visit. Mostly, they will say things like this as options to sorting this out: -
1.) See you doctor.
2.) Full Circumcise
3.) Half Circumcise
4.) Stretching tecniques.
5.) Use special creams (the one I hear is something called Steroid cream 0.05%) You need a prescription with these creams so again you need to see a doctor. These creams could work well with the streching teqnique.
I plan to see my doctor soon because I am now 23. I dont plan to get it cut (circumsised) unless all other options fail. I am currently working on the stretching. I am not rushing it or doing anything to hurt or damage it either.
The difference between you and me is that not only can I not pull it back while erect, I cannot do it soft either. So you are well ahead of me already. lol
As for having sex, I find it okay but thats only because I wear a condom (which is lubricated in itself). I do find it uncomftable depending on wether Im on control of the movements or the girl is (like when she is on top and doing the movements). You may not have this trouble because you can pull your foreskin back further than mine. So you may not need to do anything to yours???? thats a possibility.
Again, this is my advice, and dont get it cut unless sex is really uncomftable for you and all other option FAILS. Also, when you do have sex and have no trouble, you could just leave it as it is... only you know the answer to that one.

It's actually really easy to pull back your foreskin and there are many ways to do this. You could take two fingers (thumb and forefinger, for example), hold the skin on the shaft of your penis, and pull it towards your body. This should cause your foreskin to slide off the glans (penis head) and expose it entirely. Also, when you have an erection, you can grab around your penis with a fist, and then pull your fist down towards your body. This should also slide your foreskin back. Once you've figured this out, it's very important to clean under your foreskin every time you take a shower/bath. It's very easy: just pull your foreskin all the way back, and wash the area under there with water and a mild unscented soap (as some scented soaps can irritate the sensitive area) as you would any other part of your body. When you're done, dry the area gently with a towel or "air dry" the area for a minute or two before returning your foreskin back over the glans. You can even pull your foreskin back while you urinate, so that no urine remains under your foreskin when you're done. This will help keep things cleaner for longer under your foreskin, and reduces the chances of it smelling (if you've ever noticed a smell). It's possible that your foreskin may be a little tight if it doesn't slide back easily. This may be normal. Most guys can pull back their foreskins by the time they're 5-years-old or so, but some guys can't pull it back until they're almost done with puberty (around 16-18). So it may just take a bit of time to loosen your foreskin. You have absolutely no reason to worry; you have a condition called phimosis, but in your case it's really mild and in no way will require a circumcision.
I'm willing to bet that over time as you try to pull your foreskin back over and over again when masturbating or whatnot, it'll gradually loosen to where you can pull it back all the way when erect. It may take a while and may not be until you're 18 or older.
If you're impatient, you can try stretching the opening of the foreskin as far as it'll go without pain for a few minutes every day. After a few weeks it should be large enough to allow you to retract it fully during an erection.
If you do all this and it doesn't get better by the time you're 18, decide then. You're young, your body is still growing and developing; don't jump to rash conclusions. In all likelihood this'll resolve itself, but you can help it along.

DON'T LISTEN TO ANYONE WHO TELLS YOU THAT CIRCUMCISION IS THE ONLY ANSWER!!!!! Doctors will try to suggest this but this is just a lazy diagnosis. I've heard of a thing called a dorsal slit which makes the forskin stretch among other treatments which I feel would be preferrable to having a loss of sensation (this happens!).
Research first and don't rush into having sex 4 years really isn't that long to wait, I once abstained for 3 and a half. Doctors really just have a vendetta over the poor foreskin, don't give them the satisfaction!

when your penis is flaccid (limp) you can pull the foreskin all the back. but when its harder the skin is tighter so it cant stretch all the way back. you dont need a circumcision if someone tells you to. They are only performed for medical reasons if you are in pain, or getting infections alot or religion. there's nothing wrong with you dont worry! If you are worried, see your doctor. a male one if you prefer. If everything feels fine and your not in pain theres no need to have any operation. if you want an opration for the sake of it though you will need to be 18 and you wont need consent as youll be an adult. But i must warn you it will be very painful and costly. is it really worth it all if its all in goos working order now? x

you don't need a curcumsision, i'm the same age as you, when i was little mine was llike that, my mom took me to a doctor and i think he made a slight cut on the foreskin. Then after pulling it back, it was just left to heal or i think they put stitches, my mom told me this. Just ask a doctor if he can sort it out without curcumsision. Email me if you need to know a bit more. But i can pull mine back fully

My son had the same problem, and he waited till he was 18, but remeber you may not be able to make love till them it could prove to be very painful, when you have the operation you might suffer from Premeture Ejaculation for a while but don't worry this will pass,,,,,, good luck dude
