there are weedkillers for treating stumps so that they dont grow back. they are not harmful because they are used locally, just on the stump.
for best resulty also dont forget to cover the stump with something so that it doesnt get light - to discourage growth.
yeah, i think that if you find a large clay pot or a tin bucket and place it over the stump like a hood and leave it there the mullberry is finished even without weedkiller. if anything comes up it will be thin and not viable at all and will starve itself out.

I'm not really a big fan of weed killer and I believe there are other ways to solve the problem without doing any harm to the environment. I am currently studying forest technology and I know how hard it is to get rid of small trees and shrubs because they always keep coming back. Whether it is from stump sprout or root suckers, the best way would be to uproot it/them. If that doesn't work, you can either girdle the tree by removing a 1 inch strip of bark all around the tree's diameter. That will stop the water and the minerals from reaching the top of the tree, which will eventually kill the tree. This method also stops root suckers coming out from the The root system.
Another Method would be to plant a more desired species that is more shade tolerant than the mulberry. And my cutting the mulberry annually, the other species will eventually take over and suppress the mulberry which is very shade intolerant.

Whack away at the stump and remaining roots with a mattock or similar tool. This is really good upper body exercise, by the way! When you have broken up and removed as much of it as you can, lay landscape fabric over the area to exclude the light that any persistent sprouts would need to survive. I've used this technique with many small trees, and although it make take a year for them to give up, I've always prevailed in the end!

We had one and after spraying it with weed killer it came back this year so I dug it up and poured Epsom salts in the whole they say it rots roots.
