If you're using XP (windows) go to the START /RUN menu and type

dxdiag

into the box and click OK. It will test your system, allow diagnostics ("more help", at the top tabs) and also generate a report (bottom: "Save All Information" which you can use when you get to speak with a computer guru who will help you get your system up to par.

There is also another test you can run that will tell you which parts of your computer are causing a problem. Go here and choose the Sims 2 games you are trying to run

try to find the up to date drivers for your graphic card. If you still have the same problem that means you should get a new graphic card.

I would say so if your card is old. It might not be able to support directx 9.0
