I think goosebumps are caused by hair follicles being stimulated. Like the hair on a dog's back that raises when it senses danger. That causes the dog to appear larger in hopes his or her opponent will shy away from attacking. So in theory, if goosebumps are one of natures automatic defense strategies, then the answer should be yes!

I dont think so I get them only on my arms and my shoulder sometimes
