Say that if he wants to be treated like an adult he should behave like one - contributing to the house by doing chores and financially as appropriate with his schooling.
If you have brought him up correctly (you mentioned 'baby'), then help him finish his schooling and worry about that before he has to worry about getting a job as well. If he is not at school, then he should be doing something productive with his time. If he can't get a job, maybe he should volunteer somewhere.

How far back did you adopt him? A while back can't be 17 years?
Anyway, at 17 he is pretty much an adult in the eyes of the law.
You need to tell him that the rap culture and the clothes don't fit in with your life style, get him back into school or firmly tell him to get a job to contribute to the family. Unfortunately, he'll probably do what most do, don't listen.
Then use tough love and show him the door. If he's buying into the gangster/rap culture, then that's what he will be. A drain.

Not even a nice try.
First of all, most teenagers are pretty lazy ( slacker generation). IF this story is even remotely true, he will grow out of it as soon as he needs to earn his own money. Stop giving your kids money once they are old enough to earn it themselves..

When he turns 18, give him the option of paying you a minimal rent if he wants to stay with you, or else move out on his own.
My Dad did this to me, and it was the best life lesson I ever learned.
