It depends on what you're trying to do. Netlimiter is an incredibly powerful network analysis tool that will dynamically assess bandwidth demand and allocate it as appropriate. This is most definitely not free. In fact, that's pretty cheap: institutional installations can cost thousands of dollars for more robust programs.

You need to specify exactly what you're looking to do. If you're using Linux, I guarantee that someone out there has made an incredibly powerful and incredibly free tool for that. If you're using Windows... good luck. It might actually be cheaper to buy a small Linux-based network toaster and use the network tools available there.
