I should say "IT" popping up is normal.
But I should say that you should not have too much fantasies about gals or gals around you...
In that way you will only see it coming up when you need them.

trust me when i was a teen i had to carry a bag in front of me cause it did not help with all the hot girls around. As for masturbating it will help releave some of the "pressure" but try to think of other things like homework, cold showers, try to keep yourself preoccupied and busy.
