where is the IAT sensor located on a 2003 dodge neon?

It's located in a short plastic tube between the air cleaner and the driver side inner fender.

Good answer Lugnuts59 On Intake air temprature sensor. Good to see another Master Technician helping people out with there car questions and problems. Nissan and other products have IAT inside of the air flow meter. We need a public radio station show. More serious than Click and Klack.
