David Beckham's passing ability was phenomenal: it is a pity he has become too slow.
Michael Owen had incredible skill running round defenders until he become injury prone.
Don't overlook the goalies, Shilton and Seaman.
I wouldn't put him quite in the top league, but I agree Steve Bull is too often overlooked because his loyalty to Wolves meant that he never played in the top division.
I am not sure Rooney is a great player: it is no good having incredible skill if your temperament is so poor you keep getting sent off. Quite possibly England would have won the World Cup if they had played a striker against Portugual with less skill but the ability to stay on the pitch for 120 minutes (of course, this implies that Swedish manager should have selected a sensible squad). We only went out on penalties and both France and Italy were beatable for England.

In no particular order;
Waddle, Beardsley, Lineker, Adams, Wright-Philips, Owen, Gerrard,.........etc,etc.
It wasn't the talent that was the problem.
