You should not even need phone service at all. With the advancement of VOIP (voice over internet protocol) many phone companies are offering DSL and VOIP as a package, and not including their hardline phone services, because it is unnecessary.

theoretically, yes.
You can send DSL across a pair without dialtone.
However... I seriously doubt the phone company would do it.
