Not as unlikely as you'd think. I remeber when it happened, and afterwards Dr. Karl was talking about it. It's a racing wheel so it's quite well balanced, almost uniform distribution of weight.
Also, the wheel was spinning quite fast when it came off, so if you could get it to come off cleanly every time you could get a wheel rolling like that easily. (Coz of the whole wheel spinning stability thing, the same reason it's easier to balance on a bike while you're riding along than when you're stopped.)
As for landing on the stack of tyres, that was pure fluke.

What are the cances of what happening?
If you mean the chances of the wheel coming off, well not very high, but if you mean the chances of that wheel going ontop of the tyres again very unlikely!
