As per what I know There are no direct flight from Delhi To Manila
You Could take An Air India Connection which seems the best as it takes on 08 hours 30 mins to reach via Bangkok on Thai Airways, If you are in Delhi get in touch with a local agent who could give more options within your budget

fare will probably be equal on all airlines.
If your a Star alliance Frequent Flyer, then i would go with Singapore Airlines or Thai.
Oneworld-Cathay
SkyTeam- you don't have good options
other- Air India
Tiger Airways
JetStar Asia(Malaysian Airlines subsidary?)

As there are no nonstop flights, you can check with Singapore Airlines, Thai Airways, Cathay Pacific and Malaysian Airlines.
They offer daily flights with one change.

There are so many travel agents like 'make my trip.com', Thomas cook travels etc, that give you different fares and packages. Search in Google. You'll get plenty of choices
