All other fish in tank are lively and well just had water tested and its fine

Watch the tank closely, sometimes when fish are being picked on, they will lose their color and not move around because they don't want to be noticed. Maybe there is someone in the tank that has it out for them.
BTW, what is a robin gourami? I have not heard of them.

If you've ruled out any of the obvious diseases that Aquarium fish commonly suffer from, then I would try giving them a higher quality food and perhaps growing some brine shrimp in a 2 litre bottle and feeding them a scoop or two to the tank each day. This higher protein
diet has livened up alot of my sluggish fish.
