I think in ways, the people in the 19th century were smarter...they knew how to survive off of the land most likely! But maybe as for medical/science stuff...they didn't know as much as we know now.

Yeah I think we are smarter because we have our fingers on more information. There were REALLY great minds in the 19th century that shaped the world now and the 19th century was when all of the good discoveries were discovered(telephones, light bulbs,penicillin,and modern psychiatric care= P), but only a hand full had access to information outside of the personal spheres. Not a lot of people could tell you what was happening in world events. Now everyone is informed of everything.

Interestingly, IQ tests seem to suggest people are getting smarter.
A 100 IQ is supposed to be "normal," but in order for that to stay the center of the curve, they keep having to make the tests harder, as each generation does better than before. I understand that had we stuck with the original tests, "normal" would now be something like a 120 IQ.
I know it's hard to believe we're getting smarter when you see the idiocy of folks, but apparently we actually are. Probably a result of better nutrition and more comprehensive education.

Maybe it would help to look way before the 1880's. Could we build the pyramids in alignment with the stars, without even a computer? Do any of us know any young people who could paint like Michaelangelo or write like Shakespeare? We have a mind-boggling space program and have made great strides in technology and medical diagnostics and treatments, but our IQs are definitely not 100 times higher. There have always been smart, talented, motivated people who were leaders. And there have always been the drones who did their work for them. And plenty of people in between with varying degrees of motivation, skill, humor, understanding and wisdom. The guy who painted the cave drawings at Lascaux 20,000 years ago could have been smarter than you and me put together!

Biologically speaking, people have barely changed in the space of just 3 or 4 generations so I would have to so "no".
But it depends what you mean by "smarter".
If you mean "better educated" then yes DEFINATELY. Thanks to economic progress, more people (especially women and minorities) have access to public education.
The decentralisation of knowledge thanks to the internet has also helped.
Finally, the various scientific disciplines have progressed a long way in the last 200 years. You should read some of the crazy theories from the early days of science that were treated with scientific respect!
