Check with your councilors at your school and see what programs are available. I went through my school and it didn't cost me much extra to go since it was a sister school I went to study at.
If you really want to go and eliminate some of the cost, get to know the culture of where you want to go and write about it. Chances are, you'll have to write an essay as to why you want to go. Sound educated and present yourself with your ideas of why you want to go and people will listen.
Not everything in life is totally free, and to travel abroad unfortunately isn't one of them.

each school usually has a study abroad/student exchange office, and almost always, they usually have those general interest meetings on campus. i found out about mine from that, and through friends. there's a lot of paperwork to be done, but it was worth it. also, you can ck your school website for more information. if your school doesn't do this, then a nearby school, or sister site probably does, and you can apply through them..
