If you are uncircumcised, then the only way you will achieve the stretching that you want is to be circumcised. If you are circed, then obviously you have a loose cut and the only solution is to have a recirc to remove the surplus skin and make things tight. Go for it - it's far better tight!

It sounds like you are uncut (uncircumcised) and you are saying the foreskin is not pulling back all the way to expose the head during sex. If that is the case, and it interferes with your ability to have sexual intercourse, the only solution is unfortunately adult circumcision, which is a quite painful procedure.
