Depends what you mean by 'fair'.
If you're talking about games between the player and the house, the house always has an edge. That's their profit margin. The minimum is under 2% if you are a skilled blackjack player. Some of the real 'mug' bets are much worse, ten to twenty percent or more. However, we all go buying cars and watches and TVs and shoes. The retailers make a living from their own 'edge', the difference between the price they pay and the price you pay. Casinos in that respect are no different. Is this fair? If you think not, you're probably not cut out to gamble.
Internet poker is the only real exception. You are not playing against the house; skill is a major factor (much more major than most people who don't understand the game believe). The house's edge is the rake, a percentage taken from each pot. On most sites, this is maxed out at $3 per pot. The sites make their money by dealing thousands of hands per hour.
I gave up all forms of gambling years ago to focus on poker, and now make my living at it. So I guess that's a fair result! You can read more about my experiences and advice at The Church of Texas Holdem.

There are legal regulations that govern how online gambling works - so it can't be fixed.
Although it probably still won't be as random and fair as traditional gambling, in a casino for example.

Gambling is stupid as it most people come out with alot less than they had before, say the slots the people go play and win some money and then again but after they keep losing till its over all the money is gone as they dont know when to stop

Try playing for half an hour on the Blackjack 'practise' sessions they offer - you will win big time. Then try playing half an hour for real - you will lose it all. Just coincidence?
