-Like all things, if it is extreme cold they can shrink but just a little bit, you probably will not notice the difference.
-After prolonged use of steroids by athletes.
-If case of mumps they can swell then in the end they can shrink and become sterile!, very sad!
In regard to some answers here:
-No they will not shrink after ejaculating, what ejaculates is the semen, semen is the mix of many glands and sperm. The sperm that comes out with the ejaculation is only 5% of the semen and it is stored in the epididymis not in the testicles. Most women think semen and sperm is the same thing, and that its all stored in the testicles.
-After a cold shower they will go up against the body to get heat, but that is not shrinking.
-They will get bigger with age.

They can and they will. After men get out of a really cold shower, or pool, or are just really cold they will shrink. Also after they ejaculate they'll shrink also. They'll also probably shrink with age.

the scrotum will.... in cold water they will run and hide. The testicles... if the testes have something wrong they might... otherwise they just move around... closer or further depending on temp.

yes,,, if you are highly aroused and just before ejaculation, they can shrink to half their normal size.
Also for the cold...
