You must be refferring to the North American FEMA rat. Its known for raveging a region of vast resources and becoming bloated but not producing anything worthwhile. It then leaves the region and blames everyone else for its uselessness..... by the way im wearing 'hot' red lipstick ^.~

It is a rat, the Neutra rat and it eats only vegetation. It is eaten by some folks and considered very delicious.

Are you thinking of the opossum aka possum? Long naked prehensile tail, sharp catlike teeth, carries babies in pouch or on back, travels mostly at night, looks a little ratlike, though larger.
