A flop house was a cheap place to "flop" down for the night. It was also used as a more polite way of saying "whorehouse" in some areas.

really cheap hotels. basically less than $5 a night, somewhere to go when you were drunk or a transient and just needed a minimal service sleeping area. its usually seen as only a step above homelessness. if you've ever read "down and out in paris and london" by george orwell, he describes them in detail - mostly just a bare room with a bed, unwashed blankets, sometimes just a common room with a lot of beds in it. this was around the 1930s though

sometimes also a brothel.
