take JGEC...I would say computer science has better prospects in terms of jobs and opportunities..Ofcourse I am assuming that you are interested in civil and computers equally.....

You can make up for JGEC not being very highly ranked by
1. setting clear goals (like a job in IT, MTech at IIT, MBA at IIM etc) and working for them
2. choosing one or two areas that you like within CS and reading up on those topics and doing research on that topic and trying to publish papers in that area..
3. Generally being alert and concentrating on your studies

A couple of things to think about to help you decide:

1) Which school offers the best education for the high cost of tuition?

2) Which school will be able to help place you in a job after graduation?

3) Which school is better equipped to help you get from classes because your walking problem?

I think those are just a couple of the important things you need to be thinking about in order to help you make a more informed decision. I'm sure both schools will be willing to send you more information about their campus.
