I don't know the exact meaning. But you will see these signs commonly in states bordering Mexico. It basically means to watch out for people (more than likely illegal immigrants) who may dart out into the street or freeway because they are trying to avoid/hide from state troopers at the state or county lines. They just want you to be careful so you don't hit them.

You were down by the border. put two and two together. They are not looking left and right all they see is what is in front of them at that point. Whole families have been hit in that area. I have actually seen a child being pulled much like the image, they can't keep up.

That sign is put up wherever illegal aliens are expected to be darting across the road. I see them on Interstate 5 north of San Diego.

That's so funny,. I'm from California and my In-Laws are from Illinois when they saw that sign and i explained they started cracking up and wanted a picture!!
But yea it means be cautious for the illegal aliens running across the freeway.
