1. Local corruption (just as Sultan has posted). Insidious. Poison leeches in the local government.
2. Fabian socialism -- requirements that the payroll be padded and working conditions be thus and so and other efforts by government to meddle in the work place and make it inefficient.
3. Reliable (preferably a "hard") international currency.
4. CHEAP and absolutely reliable electrical power nationwide.
5. Lingering low level civil war over Kashmir and threat of a major war with Pakistan.

The caste system; the dowry system for marriage; wide spread poverty and social stratification based on economics that maintains the poverty. It is said that there is also much bribery and corruption in the government. This is unfortunate because India produces exemplary intellectuals and experts in all fields. They definitely have the brain power to get there but there are so many social problems that are in the way.

What about India and Pakistan learning to co-exist better. The conflict will continue to sabotage a "super-power" label. Also, the US does not want anymore super-powers.

I think the caste system. Which such huge social lines drawn all over the place, no one has the opportunity to improve, or if they do, they don't see the point. In a country where what class you were born into determines your whole life, it's very difficult to make progress, economic or otherwise.

India has a very small industrial complex, few raw materials for industrialization, and a somewhat chaotic government structure. These are serious impediments to 'superpower' status. It takes more than nukes.
