if you have mosquitos, black flies, those little tiny midges, she may be having an allergic reaction to their bites or even the fly spray used on her, rain rot could be an issue, maybe allergy to certain pollens or pollutants in the air,or some type of internal or external parasite,i know that pin worms will cause a horse to itch, lose it's hair and overall healthy apperance, lice will cause severe itching and hair loss, also mange though these two should still be going on in the winter as well
basicly there are many things that could be causing her severe itching problem, the best thing to do is to call a vet and see if they can figure it out,or if you can't afford a vet right now a bit of experimentation with, diet, fungal shampoos, wormers, fly sprays that type of thing

okay... just in case you don't know, bigeloil is a linement and would make your horse freak out if you put it on raw skin.
you could see your vet, and they could run all kinds of alergy tests... and maybe they'd find something to help, but we had a horse that we got tested FOR EVERYTHING and they couldn't come up with anything.
there's a product called microtech that is very good (medicated shampoo,,,) I searched on the web, and couldn't find the one for alergies - there are different kinds, so maybe call around to tack stores and see who caries it. Be sure to read the directions - i think you have to leave it on for a few min.
Overdoing on the topical medications and injectables and this or that for it will make it worse.

In German we call this "sommerekzem". I'm sorry but I don't know the English word for that. Maybe you can look it up or ask your vet about it.
It's a serious problem and you should get treatment for your horse.

She probably has minute hives from allergies. Try feeding her this product to get rid of the problem (you would be surprised at how well it works. http://www.springtimeinc.com/product/29/1
You could also tie empty feed bags around the tree trunks with bale string.

the only thing i can think of is rain rot, which is very common and easily treated. Buy an iodine based shampoo and bathe her in it. talk to ur vet- he can give u more details.

maybe its simply flies. spray her w/ fly spray and/or put a sheet and mask on her when she goes out into the paddock. it may be ideal to fence off the trees.
