Dryness of the air and continuous recycling of old air. can give problems we in Canada call winter itch caused by drying of the skin

Most air conditioners have an option of opening the vent to bring in and cool air from outside; or you can just cool recycled air which cools faster. The key is to clean the filters. I do mine once per week. Other than that I love air conditioning as I have summer allergies and the air conditioner filters the pollen....and I sure hate to be hot.

The only "bad effects" I can think of you already stated and those can be controlled by cleaning the unit and changing filters. Don't blow the cold air directly on you at night if you have asthma. Other than that, air conditioning usually makes dealing with respiratory problems alot easier.
